H.B. Fleming is a subcontractor specializing in pile driving, cofferdams, excavation support, ground improvement, drilled shafts and subaqueous pipelines. We currently work in Maine, New Hampshire, Vermont, Massachusetts, and Connecticut. H.B. Fleming is owned and operated by registered professional engineers, which gives us the ability to offer our customers efficient and economical solutions.
Our company’s most valued resource is our highly skilled workforce of about 30 employees. Our field staff consists of AWS certified welders, NCCCO licensed crane operators and experienced pile driving foremen. Most of our field leadership began their careers at H.B. Fleming as welders or laborers. As they have developed skills and gained experience, they have been given more responsibilities as crane operators and project foremen.
To support this workforce, we currently have nine crawler cranes with capacities ranging from 30 tons to 110 tons. This variety of cranes allows us to access smaller work areas using smaller equipment, and also allows us to complete work that requires larger cranes. We have two excavators which we use for augering, drilling, and driving sheet piles. We have added a SR-30 Soilmec drill rig to our fleet to further our drilling capabilities. Our fleet also contains an RTG RG 19T universal piling rig which is manufactured by Bauer. The rig is capable of a wide array of construction techniques. These include pile driving, various drilling techniques, installation of sheet piling, and ground improvement. This rig utilizes a variable moment high frequency vibratory driver/extractor hammer. We have seven impact pile hammers, six vibratory hammers, ten welding machines, a large inventory of sheet piles and all the necessary transportation equipment to mobilize quickly.

Our reputation and our ability to rapidly mobilize equipment and material has led to many long-term relationships with our customers. We have been fortunate to work with several outstanding contractors in New England on a repeat basis.
Safety comes first! H.B. Fleming is fully committed to the safety of our employees. All of our employees have completed OSHA 10 training as well as Qualified Signal Person and Qualified Rigger training. Many of our employees have OSHA HAZWOPER certification.
Who We Are
Dean serves as the Director and estimator for H.B. Fleming. Dean earned a Civil Engineering degree from the University of Maine in 1978. After completing college, Dean went to work for Cianbro where he went on to manage the estimating department. In 1993, Dean took an ownership interest in H.B. Fleming, and has been the leader there ever since. Dean has over 37 years of experience in the construction industry, almost 22 of which have been as an owner of H.B. Fleming. Dean is a registered professional engineer in Maine, and was President of the Associated General Contractors of Maine in 2003.
Scotty Linscott (John Linscott IV)
Scotty Linscott is the President, Project Manager and an estimator for H.B. Fleming. Scotty earned a degree in Construction Management from the University of Maine, and has been with H.B Fleming ever since. Scotty has over 14 years of experience in the design and construction of complex excavation support structures. He is a Registered Professional engineer in Maine, New Hampshire, Vermont and Massachusetts, and is currently one of the key people responsible for the day to day operations of the company.
Dave Gifford is the Treasurer, Project Manager and estimator for H.B. Fleming. Dave has a degree in Civil Engineering from Virginia Tech. He spent summers working for Fleming while he was in school and came to work full time upon graduating. Dave has 16 years of experience in the design and construction of excavation support structures. He is a Licensed Professional Engineer in Maine, Massachusetts, Vermont, New Hampshire, and Connecticut. Dave is one of the people responsible for the day to day operations of the company.
John Allen is a Project Manager, Project Engineer and Surveyor for H.B. Fleming. John earned a degree in Forestry from the University of Maine in 2000. Shortly thereafter, John went to work for Shaw Brothers Construction where he was responsible for nearly all of the construction surveying using GPS and total stations. John has over 16 years of experience in the heavy construction industry with 5 years of experience at H.B. Fleming. John is responsible for any layout that we perform using a robotic total station, as well as working with Dave and Scotty on excavation support design and project management.
Dale is a Project Engineer for H.B. Fleming. Dale earned his bachelor’s degree in civil engineering from the University of Maine in 2013. He spent his summers as an intern for the Pennsylvania DOT, working as a construction inspector. Dale returned to the University of Maine to conduct research on the use of fiber reinforced polymer piles as a bridge foundation in Maine and completed his master’s degree in civil engineering in 2015. He is currently registered as an engineer in training and working towards his professional engineering license. Dale also assists Scotty and Dave with excavation support design as well as project management.
